IamError has been banned, so I'm continuing the guide on my main account.
1: Close running tasks / services:
Reduce lag and frame spikes by using a program called gBoost. gBoost will manage all software programs and services automatically, giving you performance on demand.

2: Maintain Drivers:
Updating drivers will help optimize your hardware, meaning better audio and video performance. By using a program named SlimDrivers, you can easily install/rollback drivers for your hardware.

3: Install AMD Dual Core Optimizer: (For AMD Dual Core Only)
Installing this AMD driver will generally give you better game performance.

4: Improve Hard Disk:
To improve disk read speed (thus faster loading times), we will be using disk cleanup and disk defragmenter. Both are already installed on your system, located in the system tools menu.
XP: Superkey >> All Programs >> Accessories >> System Tools
Vista/7: Superkey >> Accessories >> System Tools
5: Change Desktop Settings:
Aero consumes precious video memory and RAM, freeing video memory will definitely increase overall game performance. What we need to do is turn off Aero (Vista/7) and switch to classic mode, (that is if gBoost fails to do this automatically).
Right click desktop >> Personalize
Then select the classic Windows theme, it is usually located at the bottom of the themes page.
6: Maintain Clean Registry: *Contributed by Araciz
Having a Registry filled with uneeded / corrupt values can easily cause WoW to take longer than it should to load up. Using CCleaner will help you manage unwanted / corrupt values.
URL: http://download.cnet.com/ccleaner/ , and run its easy to use GUI.
Always restart your computer after an Installer makes system writes, that way no system errors occur
7: Use a Wired Network Network Connection:
Wireless Networks are not as effiecient in pushing packets in/out to your system.
By plugging your PC directly into your router via ethernet cable http://en.wikipedia.org/wiki/File:Cat_5.jpg , you will decrease your overall ping, causing less lag in crowded areas.
8: Open Windows Media Player 11/12 (Windows Vista/7):
Sounds crazy right? Try it out for yourself and see what happens. Run wmp.exe 64bit (if possible), then open WoW.exe.
I've only seen this effect happen myself on 64bit Vista/7, it may work on 32bit / XP.
This trick changes a specific Timer on Windows from 60hz to 512hz, and has been needed when using source engine servers on Windows.
These improvements will give an extra 5-30 fps ingame and 5-15 seconds faster game load, depending on graphics settings and OS.
If things aren't clear enough I can upload youtube videos, just let me know how things go.
