After reading this information, there were really no huge problems visible, so I started considering the problem for awhile. I had the idea to trace routes back to the users in these posts. Once I did this, I discovered the issue. One of the world’s bigger uplink providers of bandwidth, Telia.net, was having tons of packet loss – around 25% - and pinging at times up into the 3000’s.
I showed this to my datacenter, which verified that it is indeed a big issue, but they responded with what I suspected. They can do no more about the issue than we can. Which is to say, nothing. The issue has nothing to do with Eternal or even Eternal’s datacenter or even Eternal's datacenter's direct uplink providers.
I started to search the Internet, hoping to find more information. And, boy did I ever. This provider has been the source of many problems over the past weeks for WoW retail, other private servers, and even other games such as Rift. There are hundreds of threads complaining to their game maker or server host, who can also do nothing about the issue.

One of our colleagues posted a thread on how to use a proxy server to connect. This method, assuming you happen to take a non-Telia route to our server, will give you good results. It is also proof that the problem is nowhere near us, as if it were, using a proxy server would make no difference.
You can call your ISP's, which are unlikely to be able to do a whole lot. Your only real way to resolve this is to wait, contact Telia, or use a proxy server.
Will update as I learn more.
