Missing relic on Horde side

So i was wondering around , couldn't find a bug report forum. cause it was different on redemption.

anyway , i was looking for a relic http://www.wowhead.com/item=61390 .
seems like its avalible on ally side , but in horde side there is no sign of it in any Conquest PVP vendor.
